HHS releases HTI-2 proposed rule for interoperability

HHS has introduced the HTI-2 proposed rule to enhance health data interoperability. The proposed rule includes updated certification criteria focusing on standards-based APIs to improve health data interoperability. Key elements align public health IT with the CDC and payer-oriented IT with CMS. The rule mandates the adoption of United States Core Data for Interoperability (USCDI) version 4 by 2028 and revises certain information-blocking exceptions, including the “Protecting Care Access” exception. The proposed rule also implements provisions related to the Trusted Exchange Framework and Common Agreement (TEFCA) to ensure privacy and security within the network.
